Key Duties & Responsibilities

  • Support and coordinate the development of the institution’s annual and long-range capital investment plan by providing expertise and guidance to the Capital Investment Planning committee, executive leadership, and stakeholders.
  • Facilitate the review and organization of proposals for both statewide capital outlay and legislator-sponsored requests, ensuring alignment with institutional priorities and compliance requirements.
  • Guide and assist stakeholder engagement in the proposal development process to ensure projects reflect institutional priorities.
  • Serve as the University’s subject matter expert on the capital outlay process.
  • Facilitate the preparation and submission of capital project requests on behalf of institutional leadership.
  • Track and monitor project sponsorship, legislative introduction through Capital Outlay Requests (CORs), and related follow-through during the legislative session, including support for reauthorization management and appropriation modifications.
  • Support institutional compliance with legal and financial requirements, including asset ownership certification, NM Department of Finance & Administration (DFA) and NM Higher Education Department (HED) Grant agreement documentation, and restrictions on the use of funds.
  • Maintain and share expertise on capital project eligibility, funding sources, and spend-down projections.
  • Access, analyze, and provide reports from the capital outlay project database for historical tracking, institutional reporting, and sponsor funding history.
  • Prepare briefing materials, timelines, summaries, and reports to assist leadership and project stakeholders in decision-making and communication.
  • Share regular updates with leadership and stakeholders on funding timelines, legislative session status, submission requirements, and changes to procedures or deadlines.
  • Collaborate closely with UNM Office of Planning, Budget & Analysis (OPBA) to ensure coordination of capital request submissions, allowable fund usage, bonding mechanisms and facility eligibility and reauthorization needs.
  • Collaborate closely with UNM’s Government Relations office to ensure consistency and alignment in legislative engagement.
  • Coordinate capital project submissions to meet state agency requirements for the life of the project by keeping project managers and leadership aware of deadlines and submission requirements.

Minimum Qualifications

Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications
  • Familiarity with the New Mexico capital outlay process, including CORs, reauthorizations, and DFADFA and HED compliance.
  • Experience coordinating across diverse institutional units and navigating legislative processes.
  • Knowledge of higher education capital project cycles and public funding mechanisms.
  • Strong stakeholder facilitation, deadline management, and document production skills.
  • Deep understanding of the State legislative cycles and capital outlay project eligibility.
  • Strategic thinking with the ability to organize complex information across multiple funding levels and units.
  • Strong verbal and written communication skills, including the ability to translate technical planning requirements to diverse audiences.
  • High attention to deadlines, detail, and institutional dynamics.
