As a member of the Global Education Office administrative team, this individual is responsible for assisting with the coordination of daily human resources activities in a dynamic department consisting of 50+ technical and administrative staff in a mixed union, non-union environment across four main operating units. Under supervision this position serves as a first-level support to ensure department human resources practices align with university, local, state, and federal regulations as well as any applicable collective bargaining agreements.
Specific Duties & Responsibilities
Assist in the development and implementation of personnel policies and procedures; prepare and maintain the employee handbook and emergency response procedures; recommend new approaches and/or policies and procedures to continually improve the efficiency of the department and services performed; generate correspondence as needed; and provide related education and training support to employees and supervisors.
Conduct recruitment effort for all exempt and nonexempt personnel, student employees, non-credit instructors, and temporary employees; provide initial drafting/review of duties and responsibilities against position classification and related compensation; monitor recruitment, screening, and selection processes; conduct new-employee orientations; monitor career-pathing program; write and place advertisements for all open positions; and conduct exit interviews.
Administer the department timekeeping and time reporting processes as well as the department-level compensation program by conducting routine analyses, maintaining required records, and generating reports as necessary.
Monitor the performance evaluation and university and position-specific required training and compliance programs; handle employee relations counseling, outplacement counseling and referrals to support resources; and assist with performance management and performance improvement initiatives. May perform specific research/investigation into employment or operational matters as requested.
Maintain human resource information system records and compile reports from the database; communicate routinely with accounting personnel to ensure alignment with established budgets and internal accounting records.
Coordinate department employee engagement events, activities, and communications; may serve on internal or external cross-functional committees.
Continually update and maintain level of knowledge on matters affecting the administration of human resources activities and flag issues for management that require attention.
Provide general administrative support to the administrative unit.
This position is represented by a labor union and is subject to the terms and conditions of the USUNM Collective Bargaining Agreement.
If this position is assigned to the Athletics Department, either administratively or functionally, compliance with all NCAA rules and regulations is required.
High school diploma or GED; at least 5 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Bachelor’s degree, and preferably in a related field and/or SHRM certification
At least 2 years of directly related experience to include experience in higher education and working with union/non-union employees; previous experience coordinating hiring, recruitment, and selection processes
Previous experience with understanding and applying human resources policies and procedures; experience with employee engagement initiatives; and experience with problem solving and mediation.
Experience with UNM’s HR/Payroll systems
Excellent written and oral communication skills and ability to work with fine attention to detail
Ability to build trust and maintain confidential information and accurate records
