Position Summary

The Center for Development and Disability (CDD), established in 1990, is New Mexico's University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families.

The Center employs over 200 people working on grants and contracts with and operating budget in excess of $20 million annually.

The Center is seeking a skilled professional to join its Technology Services Unit to provide operational, strategic and supervisory support for database, web and application development. The position requires strong technical, communication, organizational skills and experience supervising the work of other professionals.

In addition to supervising the work of and providing strategic direction to three staff working on web applications, data management and programming, the individual will work with CDD program managers to analyze business objectives in CDD contracts and grants to develop and implement solutions for problems of advanced complexity, focused on data collection and reporting using SQL databases and web application interfaces.

The individual will also manage Microsoft SQL Server 2012 R2 and 2016 installations, maintenance and configuration and develop SQL databases to support CDD program and division needs.

In addition, the individual hired will:

- Establish methods for integrating or interfacing multiple applications to scale across the CDD.

- Evaluate and test new or modified software programs and software development procedures.

- Verify that applications function according to user requirements and conform to established guidelines and best practices.

- Gather facts, research issues, analyze potential solutions, both for applications developed in-house and hosted solutions, compare alternatives in terms of cost, time, and availability of resources, and recommend a course of action.

- Serve as the lead in the development, implementation and maintenance of applications.

- Develop, review, and approve project plans for application development.

- Complete custom application modifications to enhance functionality based on direction from program managers/directors and recommendations from established change management committees.

- Develop and provide individual and/or group instruction and/or training to end users on applications adopted by CDD and systems developed by IT staff.

- Create and update documentation for applications and provide training to users on new or updated processes.

Minimum Qualifications

Bachelor's degree; at least 2 years of progressively responsible experience directly related to the duties and responsibilities specified.

Higher education and/or experience that is directly related to the duties and responsibilities specified may be interchangeable on a year for year basis.
